Mansmann was Robert Jacobs's commanding officer in September 1964 when, according to Jacobs, a test film showed an object interacting with a dummy warhead. In letters to researchers in the 1980s and 1990s, Mansmann said he had shown a film to visitors from Washington, who took it, and that it showed a saucer-shaped object beaming the warhead. He later said he did not want to discuss it further. Skeptics question the accuracy of memories decades later.
