Haines has collected and analysed pilot reports of unidentified aerial phenomena since the 1960s, compiling thousands of cases. In 1999–2000 he co-founded the National Aviation Reporting Center on Anomalous Phenomena (NARCAP) to study UAP as an aviation safety issue. He contributed to the 1997 Sturrock scientific panel and later became chief scientist of NARCAP and an adviser to the Scientific Coalition for UAP Studies. His work is often cited as a careful, scientific approach to the subject.
