According to Jacques Vallée's journals and other accounts, D'Amato looked into secret "black budget" programs in the 1990s on Byrd's behalf, including possible UFO-related projects. He is reported to have concluded that some unacknowledged programs existed and were funded through hidden budget lines, but that he could not gain access to them. D'Amato has not publicly described this work in detail, so the accounts are second-hand.
