Ray Boeche is an American Anglican priest from Nebraska and a former state director of MUFON.
The 1991 meeting

Boeche says that in November 1991 he met two Defense Department scientists, linked to the DIA and NSA, who told him they were part of a group studying non-human intelligences. They reportedly said the beings might be demonic rather than extraterrestrial, and that secret programs were trying to contact or control them. The scientists did not give their names, and the account cannot be checked. Nick Redfern later linked the story to the "Collins Elite" in Final Events (2010).
