Gerald K. Haines is an American historian who served as the CIA's chief historian and the National Reconnaissance Office's historian.
CIA's Role in the Study of UFOs
In 1997 Haines published "CIA's Role in the Study of UFOs, 1947–90" in the agency's journal Studies in Intelligence. It reviewed the CIA's involvement from the 1950s onward, including the Robertson Panel. Its most-quoted finding was that over half of UFO reports in the late 1950s and 1960s were caused by U-2 and SR-71 spy plane flights, and that the Air Force had misled the public about them to protect secrecy.
