James Lacatski is a former U.S. Defense Intelligence Agency (DIA) scientist who specialised in rocket and space technology. After visiting Skinwalker Ranch in Utah in 2007, he proposed a DIA program to study unidentified aerial phenomena and the technologies they might involve.

That proposal became AAWSAP, funded from 2008 to 2010 with about $22 million at the request of Senator Harry Reid, and carried out by Bigelow Aerospace Advanced Space Studies. Lacatski managed the program for the DIA, which produced 38 technical reports and investigated many sightings.

In 2021 he co-wrote Skinwalkers at the Pentagon with Colm Kelleher and George Knapp. Lacatski has since said publicly that the U.S. government holds a recovered craft, a claim that has not been confirmed.
