Salvatore Cezar Pais (born 7 September 1967) is a Romanian-born American aerospace engineer who, while working for the U.S. Navy, filed a series of patents for exotic technologies — including a craft using an "inertial mass reduction device" — that the press dubbed the Navy's "UFO patents".[1][2]

Early life and career

Pais was born in Romania and emigrated to the United States at about the age of 13, growing up in New York City. He studied at Case Western Reserve University, earning bachelor's and master's degrees and, in 1999, a doctorate with NASA-sponsored research on bubble formation in reduced gravity. He then joined the Naval Air Warfare Center Aircraft Division (NAWCAD) at Naval Air Station Patuxent River, Maryland.[1]

The patents

Between 2015 and 2018 Pais filed, on behalf of the Navy, applications for:[1] - a cone-shaped hybrid aerospace/undersea craft using an "inertial mass reduction device", granted on 4 December 2018; - a high-frequency gravitational wave generator, granted in June 2019; - a compact "plasma compression" fusion reactor, published in 2019 and later abandoned; - a room-temperature superconductor, published in 2019; - an electromagnetic field generator intended to deflect asteroids, granted in November 2018.

The craft patent was at first rejected, but was granted after James Sheehy, the Naval Aviation Enterprise's chief technology officer, told the Patent Office that the invention was operable and that China was investing in similar technology.[1][2]

The "Pais effect" and tests

The patents rest on what Pais calls the "Pais effect", in which electrically charged matter vibrated or spun at high speed would generate extremely intense electromagnetic fields. NAWCAD tested the idea from October 2016 to September 2019 at a cost of about $508,000 and concluded that the effect could not be demonstrated. Physicists consulted by The War Zone said the concept had no scientific basis; Pais has said the experiments never reached the energy levels he considered necessary.[1][3]

Pais moved to the Navy's Strategic Systems Programs in 2019, to the U.S. Air Force in 2021, and later to the U.S. Space Force.[1][3]
