According to the testimony, in December 2022 Las Vegas journalist George Knapp said he knew of at least four "legacy programmes" holding recovered UAP material, which whistleblowers were telling Congress about. He did not name them.[1][2]

Knapp, an investigative reporter with KLAS-TV's I-Team in Las Vegas and a host of the radio programme Coast to Coast AM, broke the Bob Lazar Area 51 story in 1989. With biochemist Colm Kelleher he wrote Hunt for the Skinwalker (2005), and with Kelleher and DIA scientist James Lacatski Skinwalkers at the Pentagon (2021), about the AAWSAP programme. He co-hosts the Weaponized podcast with filmmaker Jeremy Corbell.[1]

In October 2022 journalist Christopher Sharp of Liberation Times reported that information about alleged retrieval and reverse-engineering programmes had been verified by Congress, quoting Knapp on Coast to Coast AM as saying it was clear "somebody has been sharing information" with lawmakers. The 2023 defence authorization act, passed in December 2022, set up protected channels for reporting such programmes.[2]

"Legacy programmes" became a central phrase in David Grusch's 2023 testimony, in which he said the United States had a decades-long crash-retrieval and reverse-engineering programme. In March 2024 the Pentagon's All-domain Anomaly Resolution Office reported that it had found no verifiable evidence of such programmes, concluding that the named programmes either did not exist or were misidentified real national-security programmes. Knapp himself testified at a House hearing on UAP in September 2025.[3][4][5]
