John H. Gibbons (1929–2015) was an American physicist who directed the congressional Office of Technology Assessment and then served as President Bill Clinton's science adviser and head of the White House Office of Science and Technology Policy from 1993 to 1998.
The Rockefeller Initiative

In 1993 and 1995, Gibbons met philanthropist Laurance Rockefeller and his associates, including C.B. "Scott" Jones, who urged the government to release UFO information and to look again at Roswell. Rockefeller sent Gibbons materials and a report on UFO evidence. Gibbons reportedly found no evidence of hidden programs and the White House took no public action, though the meetings fed later claims about Clinton-era interest in the subject.
