2007 saw the start of a new, secret U.S. government UFO program. At the urging of Nevada businessman Robert Bigelow, and with support from Senators Ted Stevens and Daniel Inouye, Senate Majority Leader Harry Reid initiated the Advanced Aerospace Weapon Systems Applications Program (AAWSAP) in the Defense Intelligence Agency. It had a budget of $22 million over five years, and the effort later became known as AATIP.[1] On 21 October Bigelow told Jacques Vallée that the DIA had written expressing interest in research at Skinwalker Ranch after one of its personnel saw something unexplained there.[2] See DIA interest in Skinwalker Ranch.

On 23 April Ray Bowyer, a pilot for the airline Aurigny, reported two bright, stationary objects while flying toward Alderney in the Channel Islands. An air traffic controller told him a second pilot had seen something similar, and two passengers reported unusual coloured lights. Proposed explanations include earthquake lights and sundogs.[3] The timeline records that the FAA dismissed the disc seen over Chicago's O'Hare airport as a "weather phenomenon," though the airport's daily record showed it was aware of multiple calls about it.[4]

The timeline's other 2007 entries concern research and secrecy. On 5 January Harold Puthoff told Vallée he and Eric Davis were looking into a disc-shaped Lockheed jet hovercraft tested in the 1960s.[4] On 1 February Lisbon physicists suggested electric and magnetic fields might "manipulate inertial mass."[4] On 27 May Lockheed's Bernard Haisch said a DARPA-sponsored zero-point energy test was negative so far.[4] The timeline also cites a recorded phone call between NASA engineer Bob Oechsler and Admiral Bobby Ray Inman.[4] On 4 August Puthoff told Vallée he believed he knew where "the right people" hid the hardware program, with government funding and security but private control.[4][2]
