In the 1990s Steven Greer, an emergency physician who founded the Center for the Study of Extraterrestrial Intelligence (CSETI) in 1990 and the Disclosure Project in 1993, says he privately briefed senior officials and wealthy, well-connected figures in an effort to bring about official disclosure of UFO information. The testimony refers to an account of a private gathering in San Francisco described in his 2006 book Hidden Truth, Forbidden Knowledge.[1][2]
Greer's account

In the Disclosure Project's 2001 briefing document, Greer wrote that from 1993 his group "spent considerable time and resources" briefing the Clinton administration, including CIA Director James Woolsey, senior military officials at the Pentagon and selected members of Congress. He also said he personally briefed the director of intelligence (J-2) for the Joint Chiefs of Staff and a serving director of the Defense Intelligence Agency, all of whom, he said, had been left out of the loop or denied information. Greer has described his meeting with Woolsey as taking place at a dinner in December 1993.[3]
Washington briefings
Greer said that in April 1997 more than a dozen government and military witnesses were brought to Washington to brief members of Congress, Pentagon officials and others, and that he asked for open congressional hearings, which were not held. From 1998 he set out to "privatize" disclosure by videotaping witnesses, leading to the May 2001 press conference at the National Press Club with about 20 witnesses.[3][4]
Assessment
The meetings are known mainly from Greer's own books and talks. Journalist Leslie Kean, who worked with Greer, left the effort because of what she called the 2001 event's "outrageous, grandiose claims". Critics have dismissed his later documentaries, one calling a 2020 film "fantasy propaganda".[2][4]
