Steven Greer says that in 1992 he met retired Maj. Gen. Albert Stubblebine and others connected with covert programs, who showed interest in his plans for UFO disclosure and human-initiated contact. The testimony dates the meeting to March 1992.[1][2]
Stubblebine

Stubblebine (1930–2017) commanded the Army's Intelligence and Security Command (INSCOM) from 1981 to 1984, where he sponsored the Army's remote-viewing unit and other unconventional ideas, including attempts to walk through walls. After retiring he worked for the defence contractor BDM and became chairman of PSI TECH, a private remote-viewing company.[3]
The meeting
Greer has described the encounter in talks; in one recounted on the Engaging The Phenomenon channel, he said he was almost recruited into a psychic program. In May 1992 Greer introduced Stubblebine's lecture at the International Symposium on UFO Research in Denver, at which Stubblebine said remote viewers had detected structures and machinery on and beneath the surface of Mars.[1][4]
Context
The episode reflects the overlapping circles of former military officers, psychic researchers and UFO activists in the early 1990s. Greer's CSETI, founded in 1990, promoted attempts to contact extraterrestrials through meditation and signalling, while PSI TECH promoted commercial remote viewing. The meeting is known from Greer's own accounts.[1][3]
