Frank Rand is described in UFO research accounts as an aide or adviser who said President Lyndon Johnson asked for an informal study of UFOs around 1968.
The claim

According to the account, the study concluded that UFOs were real and under intelligent control. The story, which appears in research by Grant Cameron and others on presidential interest in UFOs, links the work to briefings possibly given by CIA photo-intelligence chief Arthur Lundahl. There is no official record of such a study, and the account remains unconfirmed.
