Peter Moon is an American author who co-wrote The Montauk Project: Experiments in Time (1992) with Preston Nichols and several follow-up books.
The Montauk story

The books claim that secret government experiments at Camp Hero, a former military base in Montauk, New York, involved mind control, time travel and contact with aliens, and connect them to the 1943 Philadelphia Experiment. They describe radio and microwave equipment used to influence minds. Moon later published the books through his own company, Sky Books. There is no evidence for the claims, but the books created a lasting modern legend.
