Clinton witness order claim (1995) — Vallée says he was told President Clinton signed an order protecting certain witnesses.
According to Jacques Vallée's journals, on 31 March 1995 he had lunch with futurist John Petersen, founder of the Arlington Institute, a think tank that worked with defence and intelligence clients. Petersen claimed that President Clinton had signed an order allowing certain people, including Mercury astronaut Gordon Cooper and remote viewer Ingo Swann, to speak freely about what they knew of UFOs.
No such executive order has ever been found in the public record, and neither Cooper nor Swann said they had been released from secrecy obligations by presidential order. Cooper had long spoken publicly about UFOs, including in a 1978 letter to the UN.
The testimony notes that Swann suggested non-human intelligences might be operating a kind of "control system" humanity wasn't aware of, a theme he explored in his book Penetration (1998), which describes a supposed secret remote-viewing assignment involving the Moon. Petersen's claim remains unverified.
