Ryan Graves is a former U.S. Navy F/A-18F Super Hornet pilot who became one of the best-known military witnesses to unidentified anomalous phenomena (UAP). He has said that pilots in his squadron regularly detected unidentified objects off the U.S. East Coast beginning in 2014, and he founded the advocacy group Americans for Safe Aerospace. Rep. Tim Burchett has called him the first active-duty pilot to come forward to Congress about UAP.[1][2]
Navy career
Graves flew F-18s and also served as an instructor pilot in the T-45C Goshawk trainer. He deployed aboard USS Enterprise in 2012 for Operation Enduring Freedom and aboard USS Theodore Roosevelt in 2015 for Operation Inherent Resolve over Iraq and Syria.[1]
Sightings off Virginia Beach
Graves has said that he became aware of UAP in 2014, when newly upgraded radars on jets flying from Naval Air Station Oceana in Virginia Beach began detecting unknown objects, and that pilots later saw them. In one case a pilot reported a dark grey cube inside a clear sphere; Graves said the sighting was never officially acknowledged or investigated. He has estimated that only about 5 per cent of sightings are reported, because pilots fear damage to their careers. These accounts were among those reported by The New York Times in 2019.[2][3]
Testimony to Congress
On 26 July 2023 Graves testified before a House Oversight subcommittee alongside retired Navy commander David Fravor and former intelligence official David Grusch. He told members that the objects were a concern for flight safety and that, if they were foreign drones, they were an urgent national security problem.[2][4]
Americans for Safe Aerospace and other work

Graves founded Americans for Safe Aerospace (ASA), a nonprofit that collects accounts from pilots and campaigns for UAP transparency; former officials including retired rear admiral Tim Gallaudet sit on its advisory board. He also founded the company Merged Point, hosts the Merged podcast, and has chaired a volunteer UAP committee at the American Institute of Aeronautics and Astronautics. In November 2023 he appeared on Rep. Burchett's podcast Tennessee Talks.[1][5]
