Davis worked on the National Institute for Discovery Science and the AAWSAP program, and wrote one of its technical reports. He is the claimed author of the "Wilson–Davis notes", which record a supposed 2002 conversation with Vice Adm. Thomas Wilson about a contractor-held UFO program; Davis has not confirmed them and Wilson denied it. In 2020 he told The New York Times he had briefed Defense officials on "off-world vehicles not made on this earth".
